The first answer fails to note that the question specified "early 20th century."  The major development around that time was the boom in the United States economy.  Much of Latin America today has economies that revolve around the US.  This trend became more evident early in the last century as the US boomed relative to European economies.

When I was growing up, Latin America was known as area of constant political revolution and thus of great economic turmoil and political instability.  This fact made investment in Latin America seem unattractive to many companies. In more recent decades, democratic governments seem (for the most part) to have replaced military juntas (except, ironically, in Cuba, which remains a dictatorship).
