This is an excellent and intriguing question. One answer that has sometimes been given is that the Romantics were interested especially in individual self-expression, so that they favored lyric poetry over drama. Few of the great Romantic poets wrote novels, either. Another explanation is that the Romantics were in awe of, and intimidated by, the example of Shakespeare, whom they also idolized but whom few of them emulated.
