Paul worked for 3 hours which means he earned `3cdot6.50=$19.50` ` `. The rest `27.75-19.50=$8.25`  he earned from all the bags he filled. Since he earns $0.75 per bag it means he filled `8.25/0.75=11` bags.

Paul filled 11 bags of leaves.
