The best way to describe the author's position is to say that he believes that change is needed but he is unsure that these protests are really going to help anything.

The author is clearly not particularly in favor of the protestors.  You can see this most clearly when he says 

... they just looked like they were a group of ferals looking for a protest rather than being a community fighting for a cause.

But then he goes on to make clear that he believes change is needed. He talks about how the rich have too much money and about how they no longer seem to care about the society as a whole.  This is why he says Australia needs to decide whether it wants to keep on with the sort of society it has or to push for a more just society.
