The quote about which people wear the striped clothing, and which wear the uniforms is contained in Chapter 9 of The Boy in the Striped Pajamas. It is on page 55 in the Black Swan edition of the book.
In this ninth chapter, Herr Liszt has been assigned to teach Bruno and his sister Gretel. When he first arrives, he tells the children,"Then this is what I am here to change," explaining that he is there to teach them about where they have come from and about the wrongs that have been done to them.
A few days later, Bruno decides he is going to explore the area surrounding where he now lives. So he dons his hiking/exploring clothes and sets out to go to garden with the bench and the plaque on it. He wonders, too, about those people who wear the striped cloth clothes with the striped cap. What is it that makes them so different from the men in the "uniforms of varying quality and decoration and caps and helmets with bright red-and-black arm-bands"?
