Please help me figure out bullet points for the following sentence. 

Section 16: The Supreme Court shall, within thirty days from the opening of each regular session of the Congress, submit to the President and the Congress an annual report on the operations and activities of the Judiciary.

Bullet points are used to help the reader scan quickly the important aspects of a literary composition. It is writing mini headlines.  The points should not be in sentence form, but in parallel phrases. There should be no subpoints listed.

In your statement, there are several aspects to be delineated:

Section 16

The Supreme Court

Opening of Congress

Thirty days

Presidential and Congressional Report submission

Judiciary

Its operations

Its activities

As read down, the points should follow the meaning of the sentence. In addition, it is better not to use numbers for your bullets because that indicates order of importance.

Another way to write bullet points is to write a sentence explaining the overall idea and then a colon: what follows the colon should list the rest of the important aspects.
