I believe that you are likely referring to Mr. Marsden.  He is Lyddie's boss at the textile mill in the city.  He is not in charge of the entire operation, but he does oversee the weaving room where Lyddie works.  Mr. Marsden is a jerk. He abuses his position of power to make sexual advances upon the women that he oversees. Many of the women go along with his behavior, because they need the work. Mr. Marsden knows this, and he threatens to dismiss the women if they do not agree to his advances. All in all Mr. Marsden is a bully. He is a bully based on how he treats the mill workers. Lyddie ends up getting him to stop his behavior by threatening to tell his wife what he has been up to. Mr. Marsden is afraid of his wife.
