Yes, Louis Pasteur did claim to develop a vaccine for anthrax. However, there is some controversy surrounding that vaccine. A science historian later claimed that there were some inaccuracies and possibly deceptions in Pasteur's lab notes on the creation of the vaccine.

In the 1800's Louis Pasteur developed the germ theory. His theory was that specific microorganisms caused certain diseases. His first works were in the discovery of certain microorganism in silk worms caused disease in the silkworms.
