(a) Common logarithms

`log_x(3/10) = (log_(10)(3/10))/(log_(10)(x))`

`=(log_(10)(3)-log_(10)(10))/(log_(10)(x))`

(b) natural logarithms

`log_x(3/10) = (log_e(3/10))/(log_e(x))`

`=(log_e(3)-log_e(10))/(log_e(x))`
