There is no easy way to determine if a government is working the way it should, since much depends on a person’s view of what a government should or should not do. In the US, for example, most people agree that government should “provide for the common defense,” as so laid out in the constitution. But what constitutes “common defense”? The answers are mostly subjective.
The answer to this question depends on how one views the function of government. In the United States, for example, some people believe the primary job of government is to “provide for the common defense and promote the general welfare,” as outlined in the preamble to the constitution.
