The theme of that passage seems to be that everyone is preoccupied with their own life and judging the actions of others through the lens of their own desires and experiences. The person who best embodies that characterization is Sal, the main character.

Sal has lost her mother, and everything in her life relates to that experience. She's unable to see things outside of that experience and misjudges the people around her due to her own fears and resentments. For example, she believes that her father is taking up with Margaret. In reality, Margaret was the last person to spend time with Sal's mother while she was alive and was able to share that story with Sal's father.

Sal's fears and the experience of losing her mother also color how she reacts to Phoebe's situation. She goes along with Phoebe's belief that her mother has been kidnapped, because Sal's mother was also taken from her. Her own experiences help frame how she sees the situation.

This isn't something that's exclusive to Sal....
