In The Giver, why was an announcement made to all male elevens?

In The Giver, a general announcement is made to all male elevens even though Jonas knows it is meant for him.  In this society, even those in charge avoid pointing out individuals.  Jonas has taken an apple from the food and snack area- this is against the rules.  Snacks are to be eaten in the designated area and not kept for later.

Jonas had no intention of hoarding the apple.  He had seen it change in some way that he did not understand once Asher had tossed it to him.  We, the readers, (along with Jonas) come to understand later that Jonas is beginning to see color for the very first time.
