In the story Roadside Picnic, everything is anything but normal. Normality has been altered by the visit of the aliens, and our consequent transformation from humans to Stalkers. What this means is that ABnormality became the "norm". The towns people living next to dangerous Zones were drunkards and smokers and whoever was not was considered suspicious. Stability could be lost at any minute should anyone step in the wrong Zone. You could be easily turn into something just by making the wrong move. The sanity of the town was highly questionable, and "normal" in their perspective is nowhere as "normal" would be on ours.
