There are all sorts of barriers to getting health care. This means that steps to assist people will depend on which type of barrier the people are facing.
For example, let's say there is a cultural barrier to getting health care. A step to overcome this barrier might be an education program in the language of that culture. It might involve trying to persuade people of that culture that getting health care is an acceptable thing to do.
As another example, the people might lack health care because they live in an area that is too poor or too rural to have a facility. A good step to overcome this might be to provide transportation to the closest facilities. There might need to be child care provided as well so that parents could take the time needed to see a physician.
