There are many stakeholders in this issue.
The most important stakeholders are Africans who have AIDS and those who love them. These stakeholders are concerned mostly with getting the treatment that they need to live as well as they can with AIDS.
NGOs are another stakeholder. Many NGOs are trying to work against AIDS for humanitarian reasons. From their point of view, getting care to those who are afflicted is important, but so is setting up infrastructure, for example, to try to prevent further spread of AIDS.
Drug companies are another stakeholder. They are trying to make money through making their drugs available to those with AIDS. They have to balance between their desire to make money and the need to avoid looking like they are heartless vultures trying to make money from the suffering of impoverished AIDS patients.
