How to resolve the defect of Pin holes/Blow holes during Steel Making Process?

I'm currently work in a steel mills company. My company is using Continous Casting Machine, CCM to cast out the BILLET from the molten metal. The billet casted out always suffered from the defect of Pin holes or blow holes. Does anyone of you do have any intelligence how to resolve this? This problem has been struggled for quite a long of time.

Have you tried limiting the air flow? I am not sure where the process is taking place. It almost seems like you need a vacuum. Honestly, I would do a little experiment. Under what conditions (temperature, time of day, worker, etc.) is the problem worse or better? That'll help you solve it.
