Because India has such a large population, and because that population will have (to some extent) different tastes in footwear, Pavers decided that it was important to set up an R&D center in India to go with its centers in other countries.
The management believed that having a center in India would allow it to respond more quickly to changes in tastes in the Indian market in particular. Because that market is so large, management felt it was important to be able always have products that would meet the tastes of the Indian consumer.
