Senate committees are effective in that they are rank-based and include a select number of a powerful group. Since there are only 100 senators, each senator has a greater responsibility than those of the house. There are committees for every important aspect of government responsibility, but some committee are more prestigious than others and those tend to be the more influential and powerful senators.

They are as effective as their monitoring and assurance of quality is. It is impossible to monopolize one entire project in this day and age where so many people have the availability to become trained in so many skills. Hence, the best way to go is to break down a project by ability grouping and monitor that their goal is in tandem with that of the organization as a whole. If the head of the organization monitors the quality of the teamwork of the committee, the goals of the organization will have a better potential to be met. Therefore, having committees should be a common practice among organizations and the monitoring of their quality is what would determine their success.

All committees are only as good as the members that make up the committee. My thoughts on Senate Committees is that you have to be certain that the members are looking out for what is best for the whole country and not only what is best for themselves or their voters.

What area is this question about?  What comes to mind is congressional committees.  Committees are somewhat effective as mechanisms that cause executive branch bureaucracies to be accountable to Congress.  Committtees are able to call bureaucrats to testify before them as a way of making sure that the bureaucracies are doing what Congress wants.

Please let us know if this is the sort of thing you are asking about.
