State uses the instinct of forming a group need. People need to belong to a group in order to feel safe. so in 2 minute hate, they all direct their feelings towards one thing and they feel somehow united( that's why they adopted it). It also helps state maintain the control over them, because other than that 2 minutes, they have no chance to outburst their feelings, and they also put out their oppressed hate
