Basically, Helmholtz Watson gets Mustapha Mond's approval because he faces up to his exile bravely and honestly.  This is in direct contrast to how Bernard Marx behaves.  This can be found at the very end of Chapter 16.

Mond decides to give Watson the choice of what island he wants to be sent to.  Watson asks for somewhere with a really bad climate.  He wants to be put in a place where he will face difficulties.  Those difficulties will allow him to have emotions and emotional reactions.  He hopes these will make him more human and more able to write decent literature.

Mond says that he approves of this spirit and I think he means that he admires Watson for really sticking to his ideas even if they lead to bad things happening to Watson.
