Conflict theorists would say that tests and other such educational materials are created in a culturally biased way as a means of maintaining the power and status of the dominant group.

To conflict theorists, essentially everything in society comes about through conflict between various groups.  Conflict theorists would, therefore, think that culturally biased educational materials and practices would come about in that same way.  Since the educational system is controlled by the dominant group through government, they would argue that the system is being used by that group to maintain their power over other groups in the society.
