To divide fractions, multiply by the reciprocal of the divisor, the second fraction.

`2/3-: 7/9`

` `Multiply numerators and denominators, then simplify.

`(2*9)/(3*7) = 18/21`

Now simplify by dividing both numerator and denominator by greatest common facor, 3.

`18/21 = 6/7`

The solution is `6/7.`

Dividing by fraction `a/b` is the same as multiplying by reciprocal value of that fraction `b/a.`  

`a/b:c/d=a/b*d/c`

So in your case you have

`2/3:7/9=2/3*9/7=(2*9)/(3*7)=18/21`

If we divide both numerator and denominator by 3 we get

The other way to do this is to write this as a double fraction

`(2/3)/(7/9)`

Now, to get numerator you multiply the outer numbers and to get denominator you multiply the inner numbers. Of course your result is the same `6/7.`
