To divide by a fraction, flip the fraction and multiply.

Dividing by fraction `a/b` is the same as multiplying by reciprocal value of that fraction `b/a.`  

`a/b:c/d=a/b*d/c`

So in your case you have

`2/3:7/9=2/3*9/7=(2*9)/(3*7)=18/21`

If we divide both numerator and denominator by 3 we get

The other way to do this is to write this as a double fraction

`(2/3)/(7/9)`

Now, to get numerator you multiply the outer numbers and to get denominator you multiply the inner numbers. Of course your result is the same `6/7.`

We have to solve 

`2/3 by 7/9 = (2/3)/(7/9)`

For dividing both fractions, we must follow the rule i.e.,

When two fractions are given to divide, we have to change the division sign into multiplication sign and for that the fraction in denominator is flipped upside down and as a result the sign of division turns into multiplication, like this;

2/3 by 7/9 

2/3 : 7/9

Division changed to multiplication when fractions are flipped;

2/3 * 9/7               

(2*9) / (3*7)

18 / 21

6/7 OR 0.86
