To round to the nearest whole number, we look at the first decimal place to determine whether to round up or down. If the first decimal place has a value of 5 or greater, then the number is rounded up to the next integer (whole number). If the first decimal place is less than five, then the number is rounded down to the nearest whole number.
For 2.73, we look at the first decimal place which is 7. Since this meets the requirement of being 5 or greater, we round up to the nearest whole number so we end up with 3. For 4.13, we look at the first decimal place and see that it is a 1 which means we need to round the number down to the nearest whole number so we end up with 4.
We need to round 2.73 and 4.13 to the nearest whole number.
The rounding rules dictate that we must look at the number immediately to the right of the decimal place in question (which here is the ones place). If that number is 5 or larger, round up; 4 or smaller round down. So your numbers become 3 and 4.
The rule for rounding relies on the digit next to the one in question. If that digit is 5 or higher, round up. 4 or lower, round down. So in your example
2.73 would become 3.
and 4.13 would become 4.
Since we want to round to the nearest whole number, we take a look at the tenths place.

2.73 will become 3 as a whole number. The 3 in the second decimal point will be rounded to a 0 because it is less than 5, making 2.73 into 2.7 and because 7 is bigger than 5 therefore it is rounded up making the number 3.
4.13 will be 4 because 3 is less than 5 and will be rounded to 0, making the number 4.1 and 1 will also be rounded to 0 because of the same reason making it a 4
