This is personification (and alliteration grim, ghastly).

Grim, ghastly walls suggests the walls are fierce in disposition and horrifying.  Walls do not have a disposition.  They are not human.  This is personification.

Disconsolate means cheerless.   Again, it is suggested that if they steps are cheerless they might have once been cheerful.  Human emotions + non-human object = personification.
