Should children under 18 years of age be allowed to drink alcohol In Canada? Please explain your reason if you agree or disagree. This question should be answered in a speech format.

As you make your speech, I think it would be very helpful for you to address if you think there is a need for a national change.  The situation in Canada is that majority of the provinces have their drinking age at 19 and the remaining provinces are at 18.  Such a reality prompts if there should be a national drinking age.  The implications of this is that each particular province would lose their autonomy, or freedom, to establish their own drinking age.  In your speech, you might want to open with this type of premise. Is this a situation where you think a national law needs to be passed?

Having said that, there are some arguments about lowering the drinking age.  One such argument would be that by lowering the drinking age, kids can be more open about alcoholic consumption, and they would not have to sneak around about it.  A more healthy approach to alcohol and its effects can be adopted.  An argument against this would be more common sense.  There is little need to lower the drinking age when the difference between provinces is only a year.  In 12 months time, all 19 year olds will be able to consume and purchase alcohol in Canada so with only a year's difference, why initiate a change?  This would be a logical approach to the question of if there should be a change in the drinking age.
