Since the nature of the assignment is open and based on what you can argue and suggest, I think you can address this in a couple of ways.  If you were going to take the perspective that children under 18 should not be allowed to drink alcohol, you might point out that we, as a society, have marked the chronological start of adulthood at 21, the time when children are legally allowed the drink.  The onset of adulthood, and only this, can be recognized as a time for alcoholic consumption.  You would probably continue to argue that this policy is our current policy and there is not an overwhelming need to change it.  I am sure you can find statistics to suggest that children's bodies are not fully developed nor ready to comprehend the effect of alcohol and that addiction is something that might be a reality for younger drinkers.

If you took the opposite side, it seems that you would probably be best set to talk about the "forbidden fruit" argument.  By forbidding alcohol until 21, kids are compelled to go "under the table" in their approach to drinking.  This creates situations where younger kids are drinking alcohol and there is little education about what they are doing.  In making the drinking age lower, there might be a healthier dialogue and approach to drinking alcohol, preventing addiction and abuse.  Another reason to lower the drinking age would be on a logical level.  18 years olds can vote in elections and be drafted in military service.  This means they can decide a nation's president and kill in the name of a country.  Yet, it seems illogical that they cannot take a sip of alcohol, which is far less important than these two items.
