The best way to learn English as a target language is by combining speaking, reading, and writing tasks. You also need to be exposed to relevant exercises that would allow you to respond to essential questions, and to problem solve basic situations (asking where things are, giving directions, etc.), include active-response activities that you need in terms of practicing English verbally.
Check near your area. Many colleges and universities offer ESL/EFL courses free of charge in conversational English. Check also flyers for local churches! Sometimes church volunteers offer free conversational English activities to fulfill hours of community service, or for personal projects. High Schools also offer some conversational English courses for parents and students, depending on their location.
