Because the rules of the Animal Farm are created to promote complete equality and remove the "human-as-dictator" from the equation, the animals mean their society to become something that is entirely fair and equal. Their laws forbid any one animal from becoming a leader or controller over others. However, because of their intellect and ability to manipulate the masses, the pigs become rulers instead of participating citizens. They seek to "unjustly control" the other animals based on nothing but their own greed for power; by slowly removing the elements of the society that promote equality, they end up in power while the other animals work harder and harder just to stay alive. The "human-dictator" is replaced by a "pig-dictator" who at the end is entirely indistinguishable from a human.
