Vonnegut is referring to all the citizens of the United States in the year 2081. After the enactment of the 211th, 212th, and 213th amendments to the United States Constitution, all citizens in the country were "equal every which way." The variety of handicapping devices and procedures developed and enforced by the Office of the Handicapper General and its agents had finally succeeded in nullifying any physical, mental, emotional, intellectual, other type of difference that might have caused one person to, in some way, have an advantage or be seen as being superior to someone else.
