They always arrive in significant numbers.  One person could easily burn some books or even a house with a relatively small amount of gasoline, but the firemen show up in an unnecessarily large group.

They use a blowtorch, for one thing. By making elaborate bonfires and putting on a show, they ensure that everyone will see, and they will make a big impression. That might lead a person to think twice before hiding a book, wouldn't it?

One of the ways in which they do this is by always going to burn houses at night.  If they did it in the day it wouldn't look as impressive.  So they go at night when the fire will really look nice and give the people a more interesting show.
