Explain the reasons for the failure of the ancien regime to solve the problems facing it by the late 1780s.

There were several reasons for the decline of the ancien regime in France.
First, many of what we might regard as problems, such as social inequality, were not viewed as such by the aristocrats. Moreover, many were only concerned for their own well-being. Louis XV (or possibly his mistress) was renowned for stating "Après moi, le déluge" (after me, the flood), i.e. that he was not concerned with what might happen to the country after his own death.
Second, the power of the aristocracy blocked any real chance of economic or social reform. The changes that would have opened up positions to people of merit irrespective of ancestry were being blocked by the nobility that wanted to retain its monopoly on power.
Louis XV spent lavishly on his mistresses and a luxurious court. This contributed to high taxes and general discontent. There is no real evidence that he wished to give up these luxuries.
