At the end of The Giver, do Gabe and Jonas simply hear music from their old town, because maybe the Giver gave the whole community the memory of music

Because it said it was coming from where they had come from and might have been an echo...I was just a little confused as I put down this book. :'(

Good, you're supposed to be confused at the end of the book! It is the first in a series that will answer your question in book three. Book two is Gathering Blue, and the final book is Messenger. The Giver is not permitted to give memories to anyone other than the young person assigned to become the new Giver. So, I seriously doubt that was the source of the music. Some people think it is the music of heaven as Jonas and Gabe are freezing to death. Others think that there are truly people who live beyond Jonas's world, and where there are people, they will make music. I strongly suggest you read the other two novels to find the answer, which would be a spoiler if I told you. Both novels are just as interesting as The Giver.
