I am not clear on what you mean by elite groups, but the Nazis are an excellent example. Currently, there are plenty of conspiracy theories about elitist secret societies that are making decisions that affect all people. The Business Round Table came to mind.

An excellent German propaganda archive website that has samples of actual propaganda itself and material that was produced for the guidance of propagandists.[ii] An example of their slogans and songs can be accessed through enotes.
