There are many reasons why kids start to lag behind in third grade.  One line of logic argues that this is the time period when kids start to receive standardized testing.  Scores at this time helps to gear kids to remediation and the presence of testing at such a young grade level might help to turn students off of school, causing a drop in academic production.  In terms of specifics of boys dropping in school, I am not sure there are any sort of specific data that correlates gender performance to specific grade level.  The content might have something to do with it, especially if it is centered and driven by standardized test performance.

My understanding is that there are a few different reasons that are given for why boys tend to have a harder time in the early grades.

One theory is that there is much more of an emphasis on reading and literacy in lower grades than there used to be. Supposedly, boys catch on to that kind of thing later than girls.  Therefore, they do worse now, compared to girls, than they used to.

Another theory says that boys have a harder time behaving "properly" in school.  Because of this they get bad responses from teachers and this turns them off of school.  So they stop caring and that's why they fail.
