During the High Middle Ages, what new features of government appear in the monarchical states of Europe?
The major new feature of governments in the monarchical states was a bureaucracy.
During this time, the monarchs were trying to take more power from the feudal lords. They were trying to centralize power instead of having it be spread out among the various lords. As part of this, they needed a more professional government structure that could administer their laws rather than leaving each of the lords to administer law in his own domain.
Kings, then, looked for professionals who could administer their laws. They looked to the universities for these professionals. Some even set up their own universities to provide these new officials.
This bureaucratization and centralization of the government was the major new feature of government.
