1-butene indicates an organic compound that has the chemical formula C4H9 (subscripts).  The double carbon to carbon bond occurs on between the first and the second carbon atoms, leaving the first carbon with only two hydrogen atoms.  The structural chemical formula looks like this:

CH2=CH2-CH2-CH3 (subscripts)

If one introduces water with 1-butene, the water molecule will dissociate into a hydrogen ion (H+) and a hydroxyl ion (OH-).  The hydrogen ion will break the double bond (according to Markovnikov's rule) and bond to the terminal carbon atom.  The hydroxide anion will bond with the resulting cation to form 2-butenol:
