George Washington would have agreed with Thomas Jefferson when Jefferson said this.  There are two reasons why this is so.

First, what Jefferson is really saying is that all Americans share a certain set of values in common.  This transcends the divisions of party.  Washington would have liked that idea.  Second, Washington was very interested in maintaining unity in the country.  He had both Hamilton and Jefferson (who would become the leaders of the different parties) in his cabinet.  He did not want the country to split up into parties.  Therefore, he would have liked this sort of conciliatory, bipartisan statement.
