Do you think the only way to stop the party is through a comprehensive surveillance like that used in Oceania?
If you are suggesting that a greater public awareness as to the doings of the party might help to cause individuals in the society to realize how they are being manipulated and controlled, then my answer would be...maybe.
The party is so powerful that I don't know if people would be willing to even think honestly about the party's modes of operation. People may not be prepared, in 1984, to honestly ask questions about Big Brother and the government.
It's not clear what you're asking. The party is in control of all surveillance, and it would be impossible to use it against them. Since the party is unique in history in that it uses force/violence for it's own sak, I don't think there is anything that could be used to "stop" them.
