It will be economic policy because we face major domestic economic problems and because economic concerns will be a major driver of our foreign policy as well. We are in a fairly bad economic slump right now. We are no longer in a recession but we can't seem to get our economy growing rapidly and we are not sure what to do next on that issue. We need to solve this in order to relieve our internal tensions over issues like economic inequality. In foreign policy, economic concerns will loom large, particularly in our relationship with China. For these reasons, economic policy will be the most important thing in the foreseeable future.
