This depends on what you mean by "abuse." One problem with improper use of antibiotics is that it can help lead to the creation of "super bugs." If a person does not take the full course of antibiotics, it might leave some of the bacteria alive. These are the ones most resistant to the antibiotic. If this keeps happening, the most resistant bacteria will be selected and will breed. Eventually, a strain of bacteria will arise that cannot be killed by antibiotics. This is a serious problem.
Any abuse cannot lead to a better state.
Antibiotics only treat diseases caused by bacteria, but not all illnesses are caused by bacteria. For instance, influenza has not be not treated with antibiotics.
