Developing countries would benefit most by the development of technologies related to water treatment. Drinking water is an inelastic resource (that is, we would be willing to pay anything to obtain it), is necessary for our survival and is also the source (or medium) of a number of disease. Lack of clean drinking water results in waterborne disease such as, diarrhea, cholera, dysentery, thypoid, etc. These diseases have been responsible for killing millions of people throughout human history and are still a major threat to our health. Developing countries have made some progress in the area of water treatment, but they still miles to go. For example, India, a rapidly developing country, has almost half a million child deaths due to water related illnesses and almost 40 million people are treated every year with water related diseases. 

In such a scenario, when millions of people are being infected and treated due to absence of clean water, I don't believe space exploration, robotic automation and satellite communication should be the biggest priority.
