Government is an institution that is charged with regulating,protecting, and helping the citizens. All levels of government exist. There are local governments,State governments, and the Federal government. Each branch has different goals and responsibilities.

Governments work best when all levels are in concert and share the common goals. Sometimes this is not the case and they work in opposition to each other because of different agenda's.

At the State level are legislatures that make/form legislation(the laws) that the citizens of the State must adhere to. In the U.S., we are supposed to follow democratic methods when enacting new legislation.

It is certainly the function of government to provide protection from criminals and from foreign aggressors. Everything else that government does is up for debate as to whether or not it should be done by government and as to how it is to be done when done by government.  Thus governments all over the world have different missions and different methods.  Even the state governments in the U.S. are different one from another.  Thus, having many functions of government in our system performed by the states instead of the national government, allows comparison and contrast of different missions and different methods, so that in the long run a better way can be arrived at.  If everything is done by the national government, some things will be done well, most things will be done poorly, and there will be no comparison and contrast to reveal better ways of doing things.

I think that the definition of government will vary based on how people perceive its role to be.  This becomes highly political in the process.  For example, if one believes the government has a direct and primary role in helping its citizens, then the function of government can be seen as an expanded one, where its reach is felt in different parts of consciousness.  By the same token, if one felt that the function of government is to not interfere in matters of economy or business, then the work of government is significantly different.  The primary understanding of the work of government is contingent on how people's political persuasions allow them to view the institution.

"Promote the general welfare, provide for the common defense, ensure domestic tranquility..." The purpose of government, the definition of what it can or should be, is a controversy we're seeing debated around the US right now, considering the health care bill that was recently passed, or the disaster in the Gulf of Mexico, or what government's response or role should be in the economy during the recession.

I believe it is government's job to provide security on a local and national level, and to provide economic opportunity in the form of education and equality.  Government can, in its best form, protect us from the worst tendencies within ourselves: greed, ignorance, racism, sexism.  It can't necessarily prevent these things, but it can work effectively to limit them.

One definition of government is that it is the only institution in society that is allowed legally to use force (violence).  I don't like that as a complete definition, but it points to something important.  At its most basic level, government is the institution that is responsible for keeping the citizens of a country safe.

Governments nowadays do a lot of other things to try to make life good for their people.  They try to keep the economy running well, they try to provide a good education, things like that.  But the basic function of a government is to ensure the safety of its people.

As to how the government works, that differs so much from country to country and time to time that it is impossible to say how government in general works.
