An Avox is someone who has displeased the capitol, and they have cut out their tongue and turned them into a slave. An Avox is punished for being a traitor by being rendered speechless, and never spoken to. An Avox is basically a slave who is there to remind others that they should never do anything against the capitol. In The Hunger Games, an Avox waits on Katniss as she is preparing for the games. Katniss recognizes this girl as a girl she witnessed being captured by the capitol as the girl was trying to escape outside District Twelve. When Katniss first sees her, she comments on it, but Peeta saves her from her faux pas by saying that the girl looks similar to someone back home. Even recognizing an Avox is dangerous, because that may mean that you are somehow connected to a traitor. Katniss only saw the girl once, as the girl was being carried away by the capitol, but Katniss felt bad that she did nothing to help the girl, and wishes she could do something now, although Katniss is not allowed to talk to her other than to give her orders.
