Usually I start by observing patterns in the writing (assuming that it's translated from English) and try to match what I see to some of those possibilities. For example, there are only three single-letter words in English, "a," "o," and "I". However, on this particular one I took your guess that it was from the bible, so the first thing I looked for was "Jesus," specifically a 5-letter word with the third and fifth letters the same. Conveniently, QVHFH matches this, and I assumed that "HZRW" is "said," since "Jesus said" is a pretty common phrase in the Bible, and the H appears to correspond to S.
I made an excel spreadsheet so I could fill in the letters that QVHFH HZRW gave me, and extrapolate from there. The code is a simple substitution where the order of the letters in the alphabet are reversed; A is Z, Z is A, and so on. The numbers are likewise inverted on a scale of 1 to 8. The translated message is:
