Peter plans to have Valentine ask their father to get him citizen's access to the nets, instead of student access. By spreading his ideas on the nets, Peter wants to establish a kind of Pax Americana, or era of American peace, so that if the Buggers arrive to defeat the people on earth, the earth will already be at peace with itself and will be impossible to defeat.
Once their father allows them to have adult access on the nets, Peter and Valentine read, under false names, the debates going on. Then, they begin posting their comments on the debates and learning how to refine their arguments. People begin commenting on the points they are bringing up in their writing. Valentine, writing under the pseudonym Demosthenes, eventually receives an offer to write for a weekly newsnet. Peter, writing as Locke, calls for an anti-Warsaw strategy that capitalizes on people's fears. They both start writing regular newsnets, and their parents even read their writings, not recognizing that their children wrote them.
