The cartoonist is not explicitly saying anything about the protestors. The cartoon is mainly about the rich. However, since the protestors are protesting against the 1% and the things they have (as the protestors see it) done to hurt the rest of us, the cartoon is an indirect commentary on the protestors.
The cartoon is saying that the rich exploit the rest. It is also saying that the rich are out of touch and do not realize the impact they have on the rest of us. This implies that the protestors are justified. The cartoon and the protests are both critical of the 1% and therefore the cartoon is at least implicitly in favor of the protestors.
