If you mean in the book "Alas, Babylon" by Pat Frank, it is the way that Mark and Randy would communicate that there was going to be a Nuclear attack as Mark was not allowed to officially tell Randy about the dangers. This had been determined from their youth from sermens given at the black church because in Revelations 18:10 in King James Bible it say "Standing afar off for the fear of her torment, saying, Alas, alas that great city Babylon, that mighty city! For in one hour is thy judgment come." which explains the approaching judgement on Babylon much like the approaching judgement upon the USA in the event of a nuclear attack. This was why this section was shortened to "Alas, Babylon" as the signal between Mark and Randy and therefore why it was chosen for the title of the book.
