Let us first name the rows.

Row 1:                               *

Row 2:                              **

Row 3:                             ***

Row 4:                            ****

Row 5: 

Step 1: Take the dot (consider '*' to be a dot) from Row 1 to Row 5 and place it directly below the center of the second and third dot of Row 4.

Step 2: Take the leftmost dot from Row 4 and place it to the left of the leftmost dot in Row 2.

Step 3: Take the rightmost dot from Row 4 and place it to the right of the rightmost dot in Row 2.

Finally:

Row 1:

Row 2:                    ****

Row 3:                     ***

Row 4:                      **

Row 5:                       *
