The essay was basically a declaration of the rather sad state of the languag of English and some direct instructions on how one ought to go about employing it in a more proper fashion.  Orwell felt very strongly about the subject, and his excoriation is rather intense but very precise and is still useful as an instructive text today.  In particular he focused on political prose which he said was invented "to make lies sound truthful and murder respectable, and to give an appearance of solidity to pure wind."  He ends with his list of six rules to avoid such a misuse of the language.
