The vacuole would be represented by storage units, they are used to store water and wastes.

The ribosomes would be the construction department, in charge of building new structures for the city.

The cell membrane would be the gate-keeper/security department, in charge of who could come into the cell and who could leave.

The cytoplasm would be represented by mass transit department, in charge of getting everyone where they needed to go within the city.
